Luuk de Jong netted an 87th-minute equaliser to deny 10-man Tottenham a Champions League Group B victory in Eindhoven.
PSV had taken the lead through a deflected Hirving Lozano strike, after the Mexican caught a dawdling Toby Alderweireld in possession.
But Lucas Moura fired in five minutes before the break and Harry Kane headed home Christian Eriksen’s cross to put the visitors ahead after shortly after the restart.
Spurs captain Hugo Lloris was sent off in the 79th minute for an ill-judged challenge as Lozano raced through, before ex-Newcastle striker de Jong poked home a late equaliser.
An even first half saw Kane and PSV midfielder Gaston Pereiro hit the bar, while Davison Sanchez saw a goal disallowed with Kane adjudged to be offside.
Mauricio Pochettino’s side looked to have claimed a first Champions League win of the season before Lloris’ moment of madness gave PSV the encouragement they needed to find an equaliser.
The draw leaves both sides with just one point from their opening three Champions League group games and facing an uphill battle to qualify for the last 16.
